I found this adapter in my electronics box - what is it for????

I'd assume that it was associated with outdoors stuff, since it was in the box with my travel electronics like sat phone, 18650 battery charger, rhinos, gps stuff, etc...

It has what looks like a charging end and a weather resistant female USB-C, the cord is about 6 inches. Any ideas?
