Update.

Pulled action screws off and retorqued. Then loosened the scope ring screws. Evened the gap on each side and torqued back down.

Went out and shot the hornady eld m. Didn’t have enough time to try another ammo as time wasn’t on my side but the Eld m were just as inconsistent as the eld x. Next trip gonna try a box of federal 140gr. Eventually will find the ammo this rifle likes
Are you sure he's not flinching? How's the trigger?
 
Trigger is good. Not flinching. Dead steady in prone position of bipod with a rear bag. Even shot 308 to verify. Put 3 rounds all touching.

I’m guessing the eld m and eld x are close in terms of construction and maybe the gun doesn’t like hornady.

I have a 7mm mag that shoots most ammo extremely well. About 7-8 years ago I bought a box of swift 150gr scirocco II. Premium ammo I paid around 60 dollars for one box. At 100 yards the grouping was literally so bad I thought my scope was broken. Switched to hornady sst and was punching cloverleafs.
It’s just annoying when this happens because the price of ammo.

I have a 270 that likes 140gr but not 150 or 130gr. I spent a couple hundred to figure that out which sucks.
 
I wonder how big of a hit to the bottom line ammo makers would take if folks broke their rifles down immediately after purchase, and assembled them correctly, prior to trying ammo or load development.
 
So I emailed Howa, turns out they test the rifles for accuracy with the eld X and eld m. They said to not waste anymore ammo without trying a different scope first. Have a friend with a scope that’s not mounted on anything to try at the range.
 
what process did you guys follow for taking the rifle completely apart, cleaning and degreasing all holes and screws, and reassembling and torquing up, and registering/witnessing everything?

What process did you go through to determine the action and/or barrel are not being bound up or touching in a way that inhibits consistency?

Just pulled the action out. Degreased with alcohol and then torqued the screws down very evenly. Slid a piece of paper between the barrel and stock.
 
If your stock doesn’t have a very generous free float bipod bounce will be throwing those bullets all over the place
Ensure adequate clearance preferably about an eighth of an inch and then try shooting off a rest rather than the bipod
