How to get a NM landowner tag?

After 20+ years of hunting CO and WY I'm looking at giving NM a try. Since I didn't draw a tag I'd like to know the proper procedure for buying a landowner tag. When can I do that? What's the best way to get one, is there a list of landowners you cold call? Also for ranch only tags does that often include the price of hunting the ranch?

I agree most of them are completely out of my budget! I went through the landowner list last year and found 1 lady willing to sell me her tag for 4k! It's crazy what people are getting out of tags
