OP, mule deer can be surprisingly varied in their behaviors - big mule deer have been killed within half a mile of a trailhead, and when around people regularly aren't as put off by human activity/pressure that would send a backcountry buck bolting. Look for food and security - look above food plots, for rocky outcroppings they can feel safe with their back against, overlooking everything.
