270 win. 110gr at 2800 fps =42.0 grs of 4064. 130gr at 2800 fps=45.1 grs of 4064 thinking I can take 120grsst=43.5 grs 4064 by cutting 45.1 in the middle to get 120gr starting load at 2800fps. Am I right or wrong

This probably works, but a better method would be to get Gordon's Reloading Tool (GRT) and plug in your variables there, or Quick Load (QL). It depends what your barrel is and such, but with a 24" barrel in QL, your 2800 is probably going to be closer to 44-44.5gr of 4064, with GRT, it is showing 45.6gr.

Splitting the difference in powder charge with a starting load like that is generally pretty safe with a 270. As for the velocity, you won't know what it is unless you measure it. Either shoot groups at 100, 200, 300 and back calculate for the velocity using a computer program or a velocity chart. Or a chronograph. Shooting groups and creating your own dope chart is probably better. That way if you get a basketball sized group at 300 you'll know not hunt basketballs at 300 🙂. In all honesty sometimes modest loads are very accurate.

Do you have any other powders available? I understand these are starting charges, but it looks like you will get very low load density with this powder given the published data. With H4350 I normally start somewhere around 50-52gr and go up from there. 110gr TTSX, which are longer than a 110gr lead bullet, are loaded to 57.5gr H4350. 117gr hammers loaded to 59gr H4350. 270 is very easy to load for with standard powders like H4350, 4831, etc. It should go without saying to be safe and conservative when developing a new load, but I’ve never seen or heard of such light charges in a 270.
