Help an idiot…. ATACR 4-16 elevation adjustment

Moving a 4-16 ATACR from a flat base to 20 MOA. I didn’t adjust it much when installed flat and it worked fine. If I’m thinking about this correctly, I want my crosshairs 6.5 MILs or so high when compared to a 0 MOA setup, right? Ideally I could start around 8 and work from there. Can’t see why I would need more. Anyway, I couldn’t get it more than about five following what I thought were the instructions to undo zero stop. Got frustrated and started fiddling, now it appears I’m stuck the other way. Should this black disk with holes move when the zero stop turret is removed? I can’t get it to move in either direction. Additionally I only have a couple mils of come up before it acts like I’ve used all travel.

Did you remove the 4 tiny set screws and the top disk that they were in? I believe I’m seeing the top disk removed in your gun stand tray down below in photo #2. You’re not supposed to remove those.

Having had to troubleshoot one of these before, honestly your best bet is to call NF customer service during the week and get them to talk you through it. They will ask the right questions to determine where you’re at and what needs to be done to remedy the problem.
 
Thanks for the reply. I put the top turret on when I reassemble it. Screwed down all the way or backed off a little, doesn’t seem to matter. Should that bottom black disc move? I think it was moving, but now it is locked up. I’ll call them next week if I can’t get it working.
 
I don't have one here anymore but it looks like you went too deep into it.

I'm pretty sure you were supposed to dial down to rezero at 100 and then just back off the set screws on the black cap that covers all that stuff you've been messing with, rotate it and tighten it back up.
 
Im geussing you bottomed out your zero stop. You tube has a few vids on how to slip the clutch a bit.

 
You might have pressure on the zero stop, put your knob back on for leverage to free it up and start over.
