What animal is your primary goal here on Oahu? If it is goats I would not hunt unit C (Ewa Forest Reserve). Just because the regulations say you can kill one goat a day in there does not mean there are goats. They just copy past that on every unit. If you are looking to hunt pigs I am sure unit C will suffice.

There are a couple of units on the west side. I've only hunted Unit C Waianae Kai. I've had only one descent chance at a goat. Really steep there.
