I cant comment on cell service as I never really use a phone to talk/text when I am hunting. If need i just use my inreach to send a generic "i'm safe" text back home..Always anticipate seeing other hikers/hunters in Colorado. Its just how it is, elk are everywhere and in every unit you just need to find them. Just have a few plans and get the boots on the ground and have a good time. Good luck.

751 is long and narrow IIRC and the south end should have some service. the north side will have little unless you are very high. like on top of bald mountain. I hunt nearby and you must be on a peak to talk most times. there is one place at the end of private land that if you are at the corner of the fence and stand on the fence and hold your phone high many can get a conversation for a minute or so.

if you want reliability- garmin s where it's at.

in spots the traffic is pretty high. if you are going to the end of the road there will be a camp or two there.

Lots of variable type of terrain: pretty much any type you want to hunt in CO: sub alpine, thick scrub oak, alpine meadows for miles, aspens etc, though almost none of it is “easy” to get around in. 74 and 75 are some of the first OTC units you hit driving North from TX and plenty of non residents have been coming to these units for years, even decades and have their established spots, sometimes surprisingly deep and difficult to access. No shortage of horseback hunters in the wilderness area, outfitted hunters in the Backcountry, ATV hunters cruising FS roads and large herds of grazing sheep shitting all over everything, too. Don’t be surprised to see other hunters in the least likely of places, even so physically beyond their abilities that they could never pack out an elk. None of this should deter you because many OTC units are just like this one, but you’ll need some combination of the following to be successful:

obscene amount of luck
years of local knowledge
extreme physical prowess

Long term, I’d count on accumulation of #2, hope for #1 and show up with a healthy dose of #3.

I don’t get why so many Texans Hunt 74 and 75, it’s 500 miles from Amarillo to Durango basically the same distance as Amarillo to Vail, you’d think they’d figure out there are units that hold larger numbers of elk than 74 and 75 do.
