Flora question, google reached a dead end.

I do well with the fauna but still struggle on the plant side. Can someone help my identify this shrub. It’s got a definitive blue green tinge to it, it’s very tough and grow low and or 10ish ft high. Seems to grow well after a burn and found typically around water at 4-8,000ft I think. I’m out in California

If you’re looking for bucks, there may be a reason why it got its name…. Ive noticed the size is mainly due to being kept in check by hungry deer. If thats not what you’re looking for, try a pic next round.
