First Choice/Second Choice

Can someone do their best to explain how this works in a no pref/bonus point state? Do they just draw names and if your first choice is not available they automatically look at your second choice? Or is there a "first round" choice and "second round" choice? If that makes any sense.
 
So in Idaho they go through the draw for everyones first choice then if any of the hunts have tags remaining they go through the second choice. Lately there have been so many applying there are very few hunts with tags left for second choice, and they don't have a lot of applicants for a reason.

Depends on the state.

In AZ, there are three rounds to the draw: the 20% BP pass, the 1-2 choices and the 3-4-5 choices. The latter two rounds dole out 80% of the permits. They look at each choice per round if your number comes up. A NEW low random number is allocated for each round. The amount of numbers you get is decided by the number of BPs & one for the App itself. Regardless of the total, ONLY the lowest is used.

NM looks at your first choice, then the second choice, then the third before moving onto the next applicant. If all are filled up already you get to go fishing more that year.

If they aren't all filled up, you get whichever choice had the first available tags in that hunt code. Might be your third choice because the other two were all allocated already.
 
Oregon is the same as described above for Idaho; leftover tags only get the second, or third pass if not everything is pulled in the first pass. For this reason, many folks in Oregon do not put down more than one choice.

Long ago, before things got crazy popular with tags and apps, I actually drew a 4th choice elk tag - but even then it was a controlled spike elk.
