Finding packout help in area without licensed outfitters

Hunting a unit in Idaho that per IF&G has no licensed outfitters. If I am looking for packout services what are my options? My understanding is that I technically cannot pay anyone directly for packing out meat. Can I pay someone to "rent" horse/llamas?
