B&C data necessitates choosing Colorado.

Being able to get landowner tags is another prerequisite.

I’d pick a unit for a ranch based on landowner tag odds, ability to find a place that backs up to landlocked public ground, and general public land hunting/trophy quality.

A ranch I guided on sold not too long ago for $4,000,000 for about 4,500 acres. Dream ranch maybe not exactly but I could shoot decent mulies, antelope, really nice elk, some upland. Run some cattle on it. Had a house and permanent water on the property.

Then I would have $1,000,000 left over for more land a joining it or spend on other hunting trips. You don't have to have the most land just the right land and for the price and opportunity not bad. Also in a state where those tags are all OTC.
 
I’d buy something in North Western Alberta, North Eastern British Columbia. 5 million US might get you a little further in Canada. Although sadly 5 mill isn’t that much money anymore in today’s world. If I was gonna stay US I’d say Wyoming, Idaho or Montana.
