Pure political move to provide cover for a few D's in House. I understand Tammy Baldwin (Wisconsin-D) was a sponsor. Look at her voting record and you will see this move is the definition of pandering.

It would ultimately backfire - a veto will put a bright spotlight on him and get more hunters out voting against him, and get the bill passed and enacted in the next administration.
