You would need to call and opt out of auto reissue before you are issued the tag.

Im sure there will be lots who forget who will see a tag show up in the mail and or an email.

I thought I heard someone say you could log back in and uncheck the box at any time but once you are out you could not opt back in. I also believe that if you draw another license that is a type A, then it automatically kicks you out of the license que. I may have magically made that up in my mind, but I thought I heard them say that they would design it to work that was.

1. You apply for the tag.
2. You check the box saying you want to opt in for auto re-issue
3. Tags are drawn.
4. You don't draw anything.
5. You are assigned a random # based on your point level.
6. A tag gets turned in and you are next in line.
7. You get notice someone turned in a tag and you now have 24-48 hours to claim and pay for the tag.
8. You go hunting and shoot your 180": deer or 350" elk.

At least I think that's the process.

I’ve been kinda busy to really dig into the specifics but does anyone know if the Qualifying License will still be in effect in 2028?
Since you have to pay for a PP on the 2nd Choice?

I am still a bit confused on how the PP will be awarded during the whole process.

Can you not just put in first choice as EE00201A and if you don't draw it, you get added to the auto-re-issue (if you selected it) and are awarded a preference point?

Or

Are you thinking that a person will need to put (and pay) in the E-P-99-999-P code as a second choice code?

In my mind I can’t think why 50/50 will do anything but intensify point creep. It will absolutely draw enormous amounts of folks to apply for tags they likely wouldn’t draw but now we will get potentially 50% less people through the system… which sucks but it is reliable and somewhat fair…

I would think it would only intesify creep on the already impossible top tier tags. I would think the mid and lower tiers would see less creep as people apply up in hopes to catch a higher tier tag on bonus.
Ex, someone with 10 pts that was going to apply down to a 9pt unit , now starts applying up for a 25pt unit since they have a chance.
But it could suck for mid tier that's already seeing point creep cause only half the tags will be going to that pp level.
Either way, I'm burning my 5 or 6 points before this takes affect

But this will cut the number of max point holders getting drawn every year in the pref draw by half. Some number of them will then draw in the bonus. But it will increase creep at the top. Don’t you think?

Now they need to end the ability to turn the tag in for a point refund.

Why, I think its great. If you draw somewhere else or life plans change you don't lose out. Someone else that didn't draw now has a chance. I don't see what it hurts. And it's really great when you also play multiple states like NM that are total random and have no refund. the only tag I've turned back was a first rifle elk for my daughter because she also drew oryx in NM and we couldn't do both.

I think these changes are going to have an immediate effect on the draw odds in some/many mid-tier units as guys with more points start shucking and jiving with the points they do have before ‘28.

I think for now some will, but they already were, I think once it starts, they would stay in it and play up.

If you check that box when you apply for a unit you get put on a list/in line for the tag if you dont draw. If someone who did draw turns it in, it will be made available to the next person who is in line. It will go down the line based on highest points. If you get the call you can take the tag and use your points. If no one takes the tag it goes to the list.

Seems fair, it would be nice if it's transparent enough to know where you are on the list.

The same number of people will go through the system using up their points. It will draw some people to the most popular tags as they will now have a chance which will actually open up more opportunities for people that just want to hunt and apply for the lesser units.

Perhaps in the short term this is true. However, in the long term this will increase point creep. Under the current true preference point system there are long lines but its the old paradox of the "the solution to long lines is long lines" where folks see it will take too many points to draw so they sit out. CPW has identified that if follks "sit out" that is lost revenue. In order to incentivize new people to enter the system they went to a 50/50 split. Same number of tags + more people coming off the sideline to play the game = point creep.

I wouldn't think that is ever going away, CO couldn't do w/o that source of revenue.

Some faster than others. This change is intentionally trying to get more people into the system, not to serve the people already in the system.

The language is a bit ambiguous.

I could also read this to mean that I would get a time period to say no after my name came up.
