For sure, I’m talking about units that have plenty of R applying with a 1st choice and it’s showing 63-65% of tags going to R, and NR getting 30+ %My point is if Residents don't want them they are gonna go to leftover. Is there a hard cap on leftover then....?
And, if the hard caps are only on 1st and 2nd, NR are gonna draw them all on 3rd, it's not rocket science.
This is not the point. The resident quota is the resident quota. They should have went to the secondary draw if there wasnt enough residents that applied during the draw. Then the youth that got hosed during the primary draw could have a chance at it. Then after that it goes to the leftover list and residents should have first choice. Hmmmseeing plenty of units not going 75/25, and yes there are plenty of residents applying. Wonder if they are taking the landowner tags off the top of resident tags?

almost every state has a version of this whether its wilderness rules or landowner allocations or outfitter preference. I would hardly say colorado isnt transparent about it.I'm not upset at any non residents, just upset at the CPW and their lack of a more transparent system and always touting the "residents get 75% of the tags" which in many cases is far from true.
The "issue" is those zero point Non Residents are pulling tags at well over the 25% non-resident allocation. If they were able to pull a tag with 0 points while still UNDER the 25% allocation, I would have no problem with it.

This is kind of my argument against these states with multiple choices, I think it's stupid. It should be first choice only, then everything goes to leftover. Draw odds/everything gets better. If you wanna hunt, use your points. This is coming from someone that hunts 2nd choice....

Meanwhile over 50% of those same tags went to Non-Residents.
I don't know where the "fair" line is between a resident's second choice and a non-residents zero-point first choice, but more than half of tags for a given unit going to non-residents doesn't seem like it.
I live less than an hour from WY. I don't complain when WY shafts me as a non-resident, but makes it especially annoying when my own state then gives more than 50% of the tags I'm applying for to non-residents.
