I'd suggest N160 or N555 as above stated. They're both more temp stable than RL19, but you may lose a lil velocity as they're not double based.

N555 is absolutely a double based powder. The whole 500 series from Vhitavouri is double based.

Temp stability, Velocity, flame temp are much in line with single based powders. It may be double based, but it's a low energy double based. It's throat friendly, burns at sinilar flame temps as H4350 and H4831. I've burnt out a few 25cm barrels using it.
 
Yes, N555 is double based but it is not very temp sensitive or hot burning like many double based velocity powders. Probably does better on velocity in most applications than n160 (single based). N160 is usually cheaper though and that seemed to be a primary concern of the OP.
 
At least with cartridges like 7mm08, 284 or 7 SAUM, H4350, IMR 4350, Varget, IMR 4064, or even IMR 4895 or Winchester 760 have velocities within 100ish fps of RL19. Larger cases, not so much.
