Unless they've changed things, you can't apply in the second draw if you drew in the primary draw.
The only thing that changed is now there isn't a leftover draw that use to be exclusive for those that checked the box during the primary draw as an option if unsuccessful.

Anyone can put in for the second draw regardless of what they drew in primary and even if they didn't apply in the primary draw. Remember list A, B and C tag allocation applies.

As mentioned youth hunters get priority on some hunt codes in the second draw.

Would you mind posting a link to that? I haven't seen that change yet.

EDIT:... never mind, I found it. I'm still not sure that's what it means though?
When it was still the "leftover draw" it was limited to those who selected the box "leftover draw" under the "if unsuccessful" option.

They changed it from the "leftover draw" to the "secondary draw". In doing so they opened it to everyone, even those who were successful in the "primary draw". The reason they did this was to try and alleviate the turn out/pressure on "leftover day". Because if there were less tags available on "leftover day" then theoretically there would be less turn out/pressure. Which would hopefully help improve computer server crashes which have plagued "leftover day" since the get-go.

Youth have first crack during the "secondary draw". There have been some youth hunters that have gotten some really coveted tags from it.

Well... I hope you guy's are right. Opens up more opportunities to secure tags! I read through the secondary draw page and never saw where it said one way or the other. Just that you didn't have to participate in the primary draw to be eligible.

Correct you do not have to participate in the primary draw to participate in the secondary draw. The secondary draw does not use your preference points if you are awarded a tag. It also does not issue preference points if not awarded a tag. The only way to get a preference point is to participate in the primary draw.

I haven't read any changes. I drew an Elk license in both draws last year.

Yep, you guy's are right... page 4 in the big game brochure under Limited License: Secondary Draw- "If you draw a license in the primary draw, you can still apply for the secondary draw, too."

Funny, I had to pull out the paper copy to find that. It doesn't say that on their web page under the secondary draw link.

Drew first choice deer and elk. Both were roughly 50% odds. Unfortunately, they’re different units for the same season. Going to have to choose between cow elk in a really good unit and Muley buck in a fairly poor unit. Also drew 2nd choice bear (first was a PP). Going to be a busy fall!

That was one of the reasons. One of the others was revenue generation. The secondary draw is open to thousands and thousands of more applications than the leftover draw was; that's a lot of money from application fees. Financially that makes a lot more sense for CPW than handing them out on leftover day without a fee.

True.
They also cut out a lot of overhead/expenditures (stamps, envelopes, checks, manpower to assemble those) when they stopped taking the money upfront for licenses.

The biggest mistake was merging with Parks. Parks is such a money pit.

Thats true, but there are only so many suckers out there who will fall for it with the youth preference. Looking at a random archery unit from the secondary draw last year that is a 1 point unit, there were almost 500 adults that put in for 10 tags and big surprise those 10 tags went to 10 of the 17 youth that put in. The number of adult applicants makes sense being the first year that they have done it, but it should be fairly obvious now that any secondary draw with halfway decent tags or even marginal tags with small numbers will be going to youth. I'm not complaining with three boys and my oldest being 13, but the secondary draw is more or less a youth draw.

I will never use GoHunt but think I’ll have to start buying a subscription just to see all their recommended units and odds. So I know where “not” to apply!
Congrats to everyone who drew this year. Had a 70% chance at our deer tag and wiffed. There’s always next year!

My dad and I put in 2nd Choice for a tag that you could draw on 3rd Choice last year. He hit, I didn’t. Nonresidents. Glad we’re at least still going, but sheesh!

I’d bet the new turn in system has a lot to do with it. Colorado was everyone’s backup, even more so now.

Why not put in for a tag, or at least a second choice? I’ll bed the secondary draw has a lot more opportunities this year.
