Colorado Elk Draw - Is it rigged?

I used to be good friends with a CPW manager. We got to talking about the draws, how he cant draw a tag for the unit he manages, and the rigged system. His quote " If you knew the idiots we have in charge you'd have a better understanding of how we couldn't even pull off rigging the system".

Some of our group drew, some didn't.
There were 52% more non-resident apps and 13% more resident apps for the tag we went after.
NO ONE can calculate odds with those kinds of increases.
