Can leftovers be bough OTC by non-residents?

CO first has a leftover draw (deadline 7/4), then all remaining tags go to a first come first serve leftovers with tag quotas (August 1 - in person; August 2 - online).

If you are in the leftover draw they mail you a hard copy, someone would have to scan it. But if you are eligible you should already get a copy?
