This list is only available to those who didnt draw in the first lottery and selected the leftover list lottery option. They'll get to apply for a leftover tag first then the first come first serve leftover list that you are referring to will be posted. This just gives some idea of what may be available at that point.

Yes, so don't get too excited if you see a tag you want. It may be gone before the list is released to the public.
