CO Habitat Stamp required for OTC elk?

Fellow Colorado elk hunters, is a habitat stamp required for OTC elk permit. Two hunters in my party, one was charged for a habitat stamp and one was not. We want to be in compliance and dont want to risk a fine over a small charge?

It looks like a “qualifying license” is not required for OTC.

Anyone ages 18-64 is required to purchase a habitat stamp, it is automatically charged when buying a license.

When you buy your OTC tags, it automatically adds the Hab Stamp. So it appears to be a requirment.

When you NR OTC what's another $10.00 after dropping $695.00

Did the person who was NOT charged apply in either of the draws previously this year? If so, they already purchased a habitat stamp.

No but is older than 64 so that probably explains the difference.

My license didnt show a charge for it but there is an H in the top right corner of the license showing that I got it. Called CPW and they said some are being printed this way for whatever reason.
