CO - Drawn Elk Tag & OTC Elk Tag

A buddy drew and elk tag and was unsuccessful and now would like to go with me on my OTC elk hunt.

Is his only option to buy a cow tag? Or is there any way he can hunt a bull in an OTC unit?

He would have to get a "B" list tag, which I don't think is possible as all otc rifle tags are bull tags. The only way I know to get two elk tags here is for example a cow only in archery then a otc bull during rifle.

You can actually get 3 elk tags in Colorado - A B & C List

Depending on where you hunt, he may be able to get a B list cow tag but not all units have them

This is assuming that his 'drawn' tag was E/S

You can turn in a tag before it's season starts. Sounds like your buddy hunted that tag already, that was his ticket to ride this year. If folks could keep rolling unsuccessful tags forward you'd see a lot more folks hunting all the seasons.

If he's got the time to go with you to your OTC hunt, why not just go back to his draw unit and keep hunting?
