Classifieds Blacklist?

Is there a classifieds blacklist? It seems like there was something like this in the past. I do plan to leave negative feedback, but I wondered if there was another step I should take to help others out. I paid a guy for an item and he hasn't logged on or communicated since receiving payment and he never shipped the item. I paid on 11/16 and he was supposed to ship on 11/20. I realize that Thanksgiving would slow everything down, but as of 12/2 no item has been received. It was $45 so it is not going to kill me but I would like to protect someone from possibly getting taken for a much larger amount. I paid Paypal F&F so no recourse with them. It is a risk I am willing to take and in 20 years with numerous deals for gear online it is the first hint of an issue I have ever had. There is a possibility that an emergency came up and something happened with the seller, but in the meantime I have to assume at this point that there is no plan to ship.

Is there any other way to try to reclaim money if nonpayment?
