So I'm the dummy who put his bow away dry and the cheapo Plano case got water in it and now it's been sitting in a sauna for a week. A bunch of bolt heads have some real orangey rust but I'm more worried about what I can't see. Do I need to take apart my bow bolt by bolt and clean and lube everything or is it just surface tarnish? :(

I hunted last year in rain, and could not keep bow dry. It got rust residue in same places like you say. I just cleaned what I could, wiped with oil and let it set and it was fine. If yours was only a week you will be fine. Just get oil soaking on all steel hardware type parts (even ones that seemed to be ok).
A year later I have no issues. No more developing rust. No noises. No worries.

If you have the time, equipment, and understanding, then take a part what you are comfortable doing and inspect, clean and reassemble.
