I would recommend listening to Steve Rinella podcast Ep. 118 with Wildlife Ecologist Dr. Karl Malcolm. It will explain why you are not successful in drawing Maine Mouse tag and probably never will. Interesting, informative and fascinating episode. Best of luck.
