Best Western State for residency

Bits and pieces of this topic has been covered here at times but a friend who is looking to move to a new state recently asked me "What state out West should I move to?" He was specifically referring to the overall best state for hunting. It got me to thinking...what IS the best western state for hunting? I guess one could lump in overall best state for taxes, cost of living, etc. If I wanted to live out the rest of my days in one state and have the absolute best availability of tags, opportunities, Federal lands to hunt on, etc., which state would I chose? Well, what do you all have to say about this? Each state has its own pros and cons.

It is not Idaho. I would imagine that you could not go wrong with Wyoming, Idaho, or Montana. They would all be my first three choices. Oops, I didn't mean to say Idaho.

Wyoming gets my vote because of the the low resident population, amount of big game tags available, and also the amount of public land the state has to offer.
