Best way to install a pic rail?

Got a new gun and got a seekins precision picatinny SRS rail to install on it. I will remove the sling stud and want to install the rail centered over that hole, so I will end up drilling 2 new holes, and I'm curious what the best plan is for this..

The holes will be drilled into the center, which is where the "brace" is (see pic), so I assume I can't just drill through that and put a nut on the backside without sacrificing some of the stocks strength and rigidity.

A buddy and I have been talking and his idea is to fill those 4 chambers with epoxy, and then drilling new holes and using coarse thread panhead screws to attach the rail.

Is this the best idea? Is the epoxy necessary? Would it be better to drill bigger holes inside and countersink some lock nuts and use bolts, or are the screws plenty strong enough?
