Best state for LO tags?

Looking for a decent LO tag goat hunt. Been looking at bunch , but nothing set in stone. Texas, New Mexico, Etc.

New Mexico seems like a "pay to play" kind of state. I don't have the money for a landowner tag, so I don't have much experience with them. Since the draw ended awhile ago, I would assume landowner tags are going fast. Sorry I could not be more helpful.

Eastern Colorado is another option! Tags are out there but might be harder to find compared to NM. If it rains the hunting is great.
