Where should my belt be for my pack, my beer belly keeps pushing my belt down below my waste causing my shoulder straps to dig in.
what can I do to stop this.

Slightly above/on the hip bones and just under the belly bulge, the waist belt can be angled a bit so its a little lower under the belly and a little higher on the low back.

You can draw the waistbelt somewhat tight and loosen the shoulder straps a bit to see if that helps distribute the weight more comfortably.

If you are very tall, you may want a different back pack if the shoulder straps will not extend enough.

The belt needs to be above the hip bones and cinched tight. Against or "around" the hip bones, you can't tighten it enough to overcome gravity. Been there.
That pack is going in the direction of least resistance, think bullfrog.
