It's not just two different units of the same quantity and dimension, it's two different units of different dimensions (linear distance and angular subtension).

It's time to swap out your optic for a known good optic then try again. Isolate variables one at a time until you find and then replace the broken part of the system.
Good luck and keep posting info here as we all learn from it - even if we learn by what I have termed "negative example" aka learning what not to do.

First I would tighten the rings after degreasing and using a tread locker to 22 in/lbs. it still no good, I would try a different scope. Also, for Barnes, back off 0.050” off the lands as recommended by Barnes.
 
Barnes like to be a long way into the case.
Load to factory length and adjust powder charge, or change powder.

Burris XTB bases and decent quality rings.

Avoid the Leupold shuffle.
 
 
Thanks, good point. Do you have recommendations? Trying to avoid a picatinny rail system as it interferes with cartridge ejection on this gun

The ones I’ve seen consistently recommended are Sportsmatch, Warn Mountain Techs, and Nightforce. I’m sure there are other good options, not Talley.

You could alter the pic rail so as not to obstruct your ejection port.
