IMO 20 in lbs is the bare minimum to keep a scope from moving.

I like 22 a lot better.

Optilocks work well, but Sportsmatch is another great option.

Also, all bases were attached with 40 ft-lbs of torque and rings were 17 ft-lbs (this is what beretta told me to use.

Hopefully you mean inch pounds of torque.

It's not just two different units of the same quantity and dimension, it's two different units of different dimensions (linear distance and angular subtension).

It's time to swap out your optic for a known good optic then try again. Isolate variables one at a time until you find and then replace the broken part of the system.

First I would tighten the rings after degreasing and using a tread locker to 22 in/lbs. it still no good, I would try a different scope. Also, for Barnes, back off 0.050” off the lands as recommended by Barnes.

Barnes like to be a long way into the case.
Load to factory length and adjust powder charge, or change powder.

Burris XTB bases and decent quality rings.

Avoid the Leupold shuffle.

This topic of troubleshooting a loss of zero or a gun that seems to suddenly be less precise than normal comes up so frequently that I'm surprised I haven't seen a dedicated thread on the topic. I am interested in what people's specific process and order of operations is for diagnosing a problem with a rifle holding zero or a change in accuracy or precision. By this I mean, in a situation where a gun that was zeroed suddenly and inexplicably starts putting shots off the zero (shots were dead-on, now it's low and left), or precision changed noticeably (groups were...

The ones I’ve seen consistently recommended are Sportsmatch, Warn Mountain Techs, and Nightforce. I’m sure there are other good options, not Talley.

You could alter the pic rail so as not to obstruct your ejection port.
