even if you would not be hiring a guide service?...this would be DIY. Scouting would be difficult due to distance/time in 13b...but i hunt hard when i have a tag, i hike in and spend hours in glass.

I know even with over 20 its low, but I want to keep putting in till I get lucky, I am a AZ resident too

A Quick Look at any outfitters in that area will tell you if you want a 200+” deer either is possible, but majority come out of 13b.
You’ll likely see more deer in 12aw. So if you want rut action and are fine with 180 with possibly of bigger then 12aw. If you want less but bigger deer opportunity then 13b
I hunted 12bw late this year. First few days and days leading up to the hunt it was wild rutting action. Never seen so many deer concentrated. I took a deer near the border of 12aw. All the deer migrate down from there. 8 tags in camp and none broke 200. 1-2 were close.
With 20+ points I would hold out for 13b.
