It might help if you tell us what your working with as far as bow, DL, and poundage are concerned.
I might be overlooking something but I don't believe carbon express has anything stiffer than a .318 spine arrow. Also without looking through every available arrow out there I think your going to have a tough time staying as light as 10.5 GPI and going under a .300 spine. If you look at most carbon arrow charts from different manufacturers as arrow spine gets stiffer the GPI gets heavier. The carbon tech rhino comes in a .200 spine but its 15 GPI! making for a very heavy arrow.
I did a quick search and the Easton Deep six XD comes in a .295 spine, 10.7GPI, at a 32.5" stock length. Honestly that's probably as close as your going to get to your wish list. The Easton axis comes in a .260 spine and 34" long but 11.5GPI so a little heavier than your looking for. As you can see your searching for something just outside the threshold of whats available. You might have to go a little heavier than you wanted in the GPI of the arrow to get a stiffer spine.
The victory VAP .250 spine is light at 9.7gpi but I believe they are 31.5" according to a quick google search. But you might call Victory to verify.
