I personally like the RIP TKO's. You can get the lower tolerance arrows for cheaper and they still have some stellar spine performance. Additionally I have never had quality issues or one break.
For reasonably priced arrows, Gold Tip XT Hunters are hard to beat. To me they just seem tougher than other arrows. But since I like to check out other options I picked up a dozen Easton 6.5s last fall to try out when I ran into a real good deal on them. I like them fine but I don't think they're quite as tough as the Gold Tips. I also got some Black Eagle Outlaws a couple yrs ago that I'm happy with. When my gf wanted to get into shooting a bow I grabbed her some Bass Pro Blackout Envy's (gold tips) on a good sale. They seem great.
For a saw, I mounted a Dremel on one end of a 2ft 2x64 with a screw in the middle and one towards the far end as 'guides' to roll the arrows against, doing my best to get it straight and square. It works like a champ.
