The fayettechill is a pretty standard, high quality grid fleece. My experience with an r1 hoody is more than five years old, so likely not applicable.

is the vest insulated and/or windproof? how old is it?

It is insulated with 2oz of climashield "Combat Fibrefill Insulation with DWR" according to the arcteryx site. It doesn't have any type of windproof membrane.

Purchased August 2022, worn for maybe a handful of hours, packed for a handful of days. Hung in a closet otherwise.
