Anyone know what this stud is on my NL Pures?

Hi, I just bought some used NL Pures and they have this attached to where a tripod stud would normally go. I cannot find anything like this online, the original owner never had them on a tripod nor has any idea what this is. He can't recall if it is something he added.

I tried looking online and it does not look like it is a factory attachment, or is it?

Any insight would be helpful!

Thanks for all the info! I will have to buy another quick release plate for my Sirui and get that RRS Bino Tower.

Anyone have any idea how that RRS BT combo is or any experience with it? I find the combo on the Kramer website, but not on the RRS website.
