Any non-res with an Idaho deer tag that can't make it?

Got a call from a good neighbor's friend today. He's NR and missed the deadline to hunt Idaho deer this Fall and is looking for a tag. He's got his flight planned and everything and didn't realize how the system works here. He's trying not to cancel the visit if he can.
He knows I frequent a few forums and asked me to ask around...
PM me if you can help him, he'll pay above and beyond the tag for the help. There is an easy and legal process, tag holder would have to fill out a simple affidavit.

This needs to be a scenario whereby the tag has not been hunted with at all.

In 2021 NR hunters are gonna have to be way more prepared if they want to hunt Idaho, that's for sure
