So I am in the same boat as several others and thinking of buying a used 4 wheeler... I get the impression that many 4 wheelers are transferred with a bill of sale and no title. Is there a concern about buying a stolen 4 wheeler? Do most 4 wheelers have a tile? Don't worry about it and just buy one?
 
No title = lower sale price to me. Unless buying from a known source. I had a hassle a few years ago buying a hetski without a title. Got a bill of sale from the guy. Had to track the guys exwife down as it was actually in her name. If you do not need to tag the atv or prove its yours later you can get one without a title, but there are risks.
 
I would agree with no title usually means lower price but it depends on the state and if it is required for registration.

You can always run a vin with the police department to see if it’s stolen.

The state you live in, and any you may use it in.

Not exactly the same situation, but Oklahoma doesn't require tags on personal trailers. I've taken to having them on all mine because I pull them in Texas, which results in getting pulled over.

They can't ticket me for it, but it's a pain.

Every ATV I've had either had a title, except one. He "couldn't find it"
