I have used the combo of Simms lightweight chest waders and a Dri-ducks/Frogg toggs top with good results floating. I don't think the frogg toggs top tears too easily if you wear one to two sizes larger, because it doesn't stretch and you will tear a seam otherwise. It is bulky to pack and kind of noisy, but light, breathable, and water and wind proof. The HH is also waterproof but for me it is uncomfortable to hike and row in.
