Actual reloading needs

All advice above is solid. I would additionally suggest that step 1 would be to buy a reloading manual from any of the big players (RCBS, Hornady, Lee, etc.) and read it front to back. You will likely find it enjoyable...and it's a great resource to keep on your bookshelf once you start loading (even though you can find load data online). Then, start making some decisions on equipment and ask around from folks on places like here for advice/opinions. Have fun!
You don’t HAVE to buy one. You can watch a million reloading videos online, and find 3 sources for reloading data (only trust info from powder/bullet manufacturers) on a single cartridge in 30 seconds. Hodgedon, nosler, sierra, Hornady. They all post some online. You could also make a post and have someone DM you a photo from one of the manuals.
Or you can spend ~$20 and have a hard copy for yourself.
 
I started with all the cheap hand tools and some old inherited stuff. Was amazed by the accuracy and cost savings. Pretty quickly upgraded a lot of things. The electric case prepper was first. My hands were hurting from deburrimg trimming and chamfering. It's a lot of fun and addicting. Watch for estate sales and Craigslist. I've seen some amazing deals

You didnt ask me but I'll add my experience for you to consider too.

I've used Hornady one shot and pam lemon scented for case lube. The tumbler got used twice typically if I wasn't ultrasonically cleaning. Once before sizing and once after. If I decapped before sizing I'd do it once and let the spray dry out real good before loading. I have had several squibs from using Hornady one shot and leaving too much inside the case when loading. I assumed it was fouling the primer.

Oh, I used corn cob media typically.
 
If your going to start, one suggestion only. You will change many things over the years. I now like many run an electric powder dispenser ect. Upgrades just add to the cost. So get a good I mean a really good press. You can go single stage or not but make sure the press is one that will grow with your setup. Also a light on the press like many new ones have is a huge upgrade overall. After a great press well my biggest bang for the buck that I wish I had purchased earlier. Quick Load computer program. Just amazing product.
 
Needs and wants are subjective. I’ve seen a chargemaster mentioned several times, but it’s not a need. You’ll need a scale. I had a chargemaster once, and hated it. You can get by with less but things mentioned are nice additions.
