Has anyone produced 270 reduced recoil loads for youth? If so, how much recoil reduction did it have?

Have not, but have done it in a .308. Very worthwhile reduction. When my son started shooting we went with 110 grain bullet with a little more than the minimum load per the recommendation, they were exceptionally mild to shoot. H4895.
 
A friend of mine had some loaded up for his wife who is recovering from shoulder surgery. I don't know the recipe, but he says 110 gr Accubonds at 2700 fps, a muzzle break, and virtually no recoil.
 
Blue dot can be used for little to no recoil for practice or hunting.
I use blue dot for reduced .308 win loads with Speer 125 tnt bullet.
must loaded 1 at a time to prevent double charge.
 
I have done quite a bit of reloading for 270 reduced loads.

Wife, two nephews, and two boys all started with them.

Have used H4895 quite a bit, starting loads from the manuals work also work very well.

Velocities have ranged from 1900-2600 fps. Bullet weights from 95gr to 150gr.

You can tailor the loads for your desired recoil reduction.
 
There’s an old article in I think the 2009 Hodgdon Manual about moderate effective loads (MELs), which are also searchable on the internet. For the 270, they used 110 & 130 TSX, I assume TTSX would be even better. H4198 and IMR4198 were both the largest reduction in recoil, dropping it down to about 8lbs with the 110 and velocity still over 2,700. H4895 works too, but I think since it’s a slower burn, the 4198s worked better for these lighter bullets. Some of the Nosler 150 ABLR loads that show they are most accurate at minimum velocities would also be pretty manageable, W760 & 7828 at a bit over 2,600 fps.
