After a couple of years of NR's having to purchase a license to enter the draw and not drawing, they are going to want something in return. A point system for NR's will be in place within 5 years.

New Mexico uses the same requirements and has yet to go to a point system.

I would like to think Idaho will resist. But I think we all know our elected stewards love money. Lately the Idaho legislature has been getting their grimy fingers in IFG business.
