For that amount, I think a Model 70 EW would meet all your requirements from the factory the best. Maybe with the exception of weight.
I was in a similar boat, but maybe a $1000 top limit. I got a .308 Model Seven, got it Cerakoted, and will eventually replace the stock. Shoots about 1MOA with Federal GMM, 168. I also use it primarily for still hunting deer in the eastern US. I will take it Elk hunting every other year or so. I won't be able to weigh it anytime soon, but I'm sure it's not much over 7 pounds with accessories.
I like CRF actions a lot, but I don't think they matter that much. Same with 3 position safety, nice in theory, but in practice I don't really miss it.
