The idle is smooth and run with cap off no change.

The needle valve looked good, I pulled it out and sprayed it down also, float seemed to move freely and easily
I did not blow into the tank but did pull the hose off and let it flow, a good solid stream of fuel flows out.

When a vehicle is first started the rpm’s are a good bit higher for a bit. When they die down to normal idle range is about when I consider it warmed up and pull off. A lot of lifters tap for a bit at first also until oil makes its way to them.
