I bought my fast growing teenage son a used Kodiak frame last year. For what I paid, it fits the bill and is easy to adjust as he grows. We have not had it under significant loads, so I can’t speak to its comfort there, but it’s not bad for short backpacking trips.

As stated, it’s highly variable from year to year. There’s a lot of information here on layering. Think about the type of system you ultimately want, then piece it together. You have time to piece it together on a budget. A good system works for whitetail too.
It depends on whether it’s Ranch Only or Unit wide. I was gifted a RO cow tag and could choose any 5 consecutive day period between Oct 1 and Dec 31. I bought my son a UW cow tag this year, and it runs with the established season for the unit.
