Yes it does. It has a valve on top and on bottom. I always fully inflated the bottom half and then let out a bit of pressure on the top half against my body. Pump sack takes about three breaths to inflate one side.

I’ve heard good things about both Outdoor Vitals and Hyke and Byke. I’d look for anything around 3 lb or less. Synthetic is cheaper than down. I have a Snugpak 32 degree that I started with. I’ve upgraded since then but it fit the bill when I needed it to. It was around $60 new.
I would choose almost any synthetic sub $100 bag over a USGI, just based on weight. It’s not hard to find a 3lb or less bag rated to somewhere around 20-30 degrees for not much $$.
