no each one is diffrent but you should be able to get somewhere between 1-2 lbs and be perfectly safe ive been able to set all 3 of mine to 1.5 lbs with no issue.
with the after market springs you can get it low enough to be not drop safe but just keep screwing it in until it is drop safe it will still be lighter than the factory spring.

yes that is all that needs to be done. but depending on what weight bullet you will be shooting, you will be limiting yourself. if you are looking at shooting heavy 7mm bullets fast you might be better off looking at

since its a 243 why not just stick with 1/2x28. im having my tikka in 7-08 cut to 19 in order to thread 9/16x24. at 19 inches the barrel measures .660 so unless you are willing to cut down to 16 inches you wont get a 5/8x24 thread that has enough shoulder to be useable.
