I've hunted WY for several years now and actually only paid for access twice. Neither was over $300. The rest of the time it's a handshake, cup of coffee, or bottle of whiskey. Finding quality access isn't difficult, but requires effort. I've had the same experience across the west.

This is an issue that when I first talked with Craig about 4 years ago floored me. The number of elk that could be on the landscape if recovery and accuracy increased is pretty amazing.
With 5 points and special draw you can probably go almost anywhere you want. I'd explore what part of WY you'd like to hunt and what experience you'd like and then put in for that unit.
