Charge to charge 75.8 and 76 has only 9fps difference - if I read that right. There is a flat spot there. Check out 75.9 to verify and if that holds true you have a velocity node where your charge can be .1gn either way and maintain speed.

In fact, the more I think about it, a reloading setup could breathe new life into your 30-06 and give you a chance to really hone your skills before you jump into the custom rifle world.
Knowing nothing about you, that is my Dad advice.
Since it was a 30-06 stay in your bolt face/cartridge head size if you want to make it easy.
Since you have a long action, I would look at cartridges that would allow you to maximize that space for longer bullets and a fast twist barrel. In addition, I would look for something readily available...
Regardless of actual velocity, you are still showing pressure from time to time. I would back the load off to avoid any variables you might encounter that would peak your pressure. It'll be a lot easier on your components and rifle too.
Sounds like you have a plan - don't over 'engineer' it. Since you are on a timeline, be safe and set your expectations within reality.

My guess would be scope if ammo that was good suddenly starts shotgunning.
You are in a pickle with 7 rounds - need to find more. I have 'zeroed' a good scope with two rounds, but that was a solid tracking product.
Out of what you offered - I'd do the 6.5 CM (man that hurt to say). I would just re-barrel the Tikka also.
Now, if it were mine...
New 243 barrel on the Tikka, varmint contour, fast twist, heavy bullets. It would be a nice mate to that 'long action' you have and components are available.

I think a 1MOA rifle at 100 is acceptable - and really that is what most rifles hover around (and over) when you start shooting 6 and 10 shot groups. As a hand loader, I'd like to think I can get every rifle at least to that benchmark without monumental...
I'm not hating the AMP - I'd love to have one! But, we all have our limitations...
I think it's more about time in the reloading room than added precision. I can't imagine that much difference in my shooting - only if I was chasing that last little bit maybe.
I'm using a Benchsource and I think it works just fine. Before that, I used an electric drill and a torch.
All the rage now is the AMP. I just couldn't spend the $$.
