In your experience, were poachers treated like they committed a minor infraction compared to other criminal cases by the courts? I've turned in a couple, and testified against another, and I was appalled by the quantity of crimes that were all pled down to something super minor.

I've only been on it once, late August, and no way I would have tried it in waders. We took oar framed rafts, and still lost a lot of ground before getting across it. Put in well upstream from where your target pull out is on the other side. It was deceptively fast when we were there.
My first bit of advice would be avoid considering a packraft unless you are a river rat already. A good multi-chamber raft with an oar frame makes this job much easier than a tiny pack raft.
